

HDC has operated the state and federally funded Weatherization Program since 1976. Since that time, HDC’s weatherization staff has provided energy saving services to more than 8,000 households. Current funding for the weatherization program is received through the PA Department of Community and Economic Development.
The primary aim of the program is to reduce home heating costs for individuals and families least able to afford them, while increasing comfort levels in the residence. HDC’s weatherization services begin with a home energy audit which is designed to suggest energy saving measures based on “cost effectiveness guidelines. ” Services provided may include air sealing, weather-stripping, and insulation of attics and/or basements. In addition, window and door repairs or replacements are made as needed . Combined energy and water conservation measures may include wrapping hot water tanks, insulating water lines, and installing low flow aerators and showerheads.
Finally, the primary heating system is analyzed and recommendations made to heating contractors to increase the efficiency of the unit. Combined with the steps outlined above, this package of services may save the average residential heating customer as much as $200 per heating season depending on a number of variables such as degree days, current fuel costs, lifestyles, etc. Heating units may be replaced if they are unable to be repaired, and the occupant is the property owner.
