HDC 3's mission is to assist in the development of safe, high quality affordable housing for low and moderate income working families, seniors, and persons with handicapping conditions, provide supportive services, provide a weatherization program for poverty level families, and advocate the need for affordable housing and issues facing low-moderate income families.
HDC3 focuses its work in the following areas:
- DEVELOPMENT OF AFFORDABLE HOUSING
Working with HDC, HDC 3 seeks to develop new sites for affordable housing through new construction, rehabilitation of older buildings, and preservation of existing affordable housing. Lancaster, York, Dauphin, Lebanon, Berks, and Chester counties are primary target areas.
- SUPPORTIVE SERVICES
The goal is to provide programs, services, and staffing to residents living in affordable housing that give an opportunity to improve and enhance their quality of life and contribute to the overall stability of the community where they reside.
- ADVOCACY FOR AFFORDABLE HOUSING AND LOW INCOME FAMILIES
Working with government, agencies, and other groups, HDC 3 educates and advocates the need for affordable housing and the issues facing low and low-moderate income persons.
- DEVELOPMENT AND TRAINING
HDC 3 will fund specialized training for volunteers and staff who work with low-income families, seniors, and persons with handicapping conditions.
- WEATHERIZATION PROGRAM
The primary aim of the program is to reduce home heating costs for individuals and families least able to afford them, while increasing comfort levels in the residence. The weatherization service begins with a home energy audit that is designed to suggest energy saving measures based on “cost effectiveness guidelines.”
Individuals and companies can make donations to HDC 3 and receive a federal income tax deduction. The funds donated to HDC 3 are contractually filtered to HDC in the form of grants and loans and assist in the development affordable rental housing.
